Probably the latter. Nobody was allowed to go outside last year for the most part, so this year, people are flooding the national parks and bike trails. There could also be an issue where the bears thought we were giving the outdoors back to them and now find out we aren’t …

Interestingly, it looked to me like the dogs were the aggressors in the video. The mama bear was just trying to shepherd her cub along the lady’s backyard fence like any normal parent.
